August 2025 Gross GST collections are up by 6.5% YOY, while net collections increased by 10.7%. The stronger net revenue performance highlights reduced refund outflows, as total refunds declined by 19.9% to Rs 19,359 crore in August 2025 compared to Rs 24,170 crore in August 2024.
April–August 2025 Cumulative Performance
The first five months of FY 2025-26 have maintained strong momentum and cumulative gross GST collections have recently reached Rs 10.04 lakh crore, 9.9% higher than the same period last year (Rs 9.14 lakh crore). Net collections for April-August 2025 were Rs 8.78 lakh crore, which is an increase of 8.8% over the same period of FY 2024-25.
Domestic vs Import Performance
Domestic GST collections increased 9.6% year-over-year, to Rs 1.37 lakh crore in August 2025, with domestic net revenue up 13.5 to Rs 1.26 lakh crore. GST from imports fell slightly by 1.2% to Rs 49,354 crore, though net customs GST revenue was still able to report a positive 3% uptick to Rs 41,008 crore. The disparities in the trend of total and import GST collections indicate stronger domestic consumption relative to import activity in August.
Refund Analysis
Refund outflows in August 2025 dropped by 19.9% to Rs 19,359 crore compared to Rs 24,170 crore in August 2024. Domestic refunds fell sharply by 21.4%, while export refunds through ICEGATE also contracted by 17.9%. This reduction in refunds largely explains why net collections grew faster than gross collections in August 2025.
Conclusion
Gross GST collections in August 2025 reached Rs 1.86 lakh crore, with net collections at Rs 1.67 lakh crore, reflecting very strong net revenue year-on-year (YOY) growth of 10.7%, albeit little gross growth of just 6.5%. The cumulative period from April to August 2025 provided gross growth of 9.9% and net growth of 8.8%, confirming the continued economic activity and compliance momentum.
India's GST taxpayer base remains strong as new registrations totalled 6.47 crore in August 2024 and surpassed 9 crores by August 2025. The broadening of the tax base suggests strong structural reforms that sustain recurring and predictable revenue streams to support fiscal sustainability.
